Yeah I've seen this guy before. How exactly can you tell he "pulled out his inner penis"? Not sure I understand.
 
dammit i wish i could quote. so i say that b/c DLD once said in a thread that when the base of a guy's penis look like that it is b/c he has really hit his inner ligs and pulled the inner penis out. if i remember correctly.

You are exactly right! When we see the ligaments exposed to that level much of the internal penis has been expressed, this is why I called this type of stretching Expressive. I am happy to see many guys getting in expressive stretching, I really feel like it was the biggest missing component from length work. Nothing better than strapping on the [words=http://www.mattersofsize.com/forum/showthread.php?83577-Length-master-official-order-thread-now-shipping-06-16-2014!!!]LengthMaster[/words] at the base and pulling out that internal penis. I have been obsessed with this, even as a child, feeling how much penis there is in the body and finding a way to make it come out.

I want to be able to pull those ligaments out as well. Should I still be doing my bundled stretches?

No, only as part of the entire routine. I would say that a good 5-10 minutes of base stretching is plenty to cause expressive gains, the remainder should be done strapped at a high point, just below the head where the main stretching is done.

Exactly, it should be a part of the routine but not the entire routine. I like to give equal time to expressive stretching, tunica stretching and ligament stretching. Expressive would be any low grip stretch that stretches internal structures, tunica stretching is best done using bundled stretches and ligament stretching is high grip stretching as in the basic stretching.
 
He's a pretty lean guy. I'd guess about 7" non bp and 5.5" or a hair under on shaft girth. Keeping in mind close up camera angles, petite woman hands, etc.

When you see expressive size from the base it usually is a tale tell sign of PE.
