My penis works in a way that it needs very little intensity and time to grow.
An example is that i only need 50-100 jelq reps, and 1 set of basic stretching, and perhaps add 1 more stretch for variation.
Not much effort is needed.

To your situation: If you train hard and still have excellent EQ and you don't gain. It feels like your penis is immune if you ask me.
I have no experience with that kind of penis. Maybe time for deconditioning break and start back with lower intensity and add intensity
more slower so you don't plateu yourself too fast.
The only thing i have noticed when i ramp up the intensity and do plenty of work i get worse EQ.
I wonder if 1week ON, 1week OFF would be the best approach for a penis like yours? Just a random thought.
I strongly believe you can categorise penises to find a certain work model for best results.
Your type of penis maybe answers best to good workload, but also plateaus very fast. So maybe 1week of intensive training
while then taking 1week rest from everything to go back at it the next week again. Maybe that could be a cool thing to try?
I know of people that do similar things, this to always make sure they decondition their penis to make room for more growth.
For how long you train and take a break is where you have to find your own "sweet spot" to gain size. 1week ON 1week off was an example.
Because stretching your penis for 1 hour and don't make any gains but still EQ is 10/10 doesn't sound right x)

Because there is scenarios where people do too much and their EQ suffers, so they have to do lower workload so their EQ gets
