You lay back, and take a deep breathe all the way into your belly, near where your belly button is or even lower (have a hand on chest and hand on belly button to make sure you do it correctly. You may find your chest rises first but you want to breathe in and get the air to your belly)

Breathe in for 3 to 4 seconds, hold for 3 to 4 s, breathe out for 3 to 4 s and hold 3 to 4 s

Repeat a minimum of 6 times

There is no particular temporary expansion to expect, some get as little as .25" while some get more than 1", the point to girth work is to get beyond your normal girth no matter how little that might be. Some men have a more stubborn Tunica than others, in this case I suggest doing Bundled Stretches to help break down Tunica tissue.
