Very old post but still one that deserves answers. Men will grow into their mid-twenties, some faster than others but there are late bloomers. For me my full size came early, at about 15 years old but there are men who will continue to grow up to about 25. This is totally normal and the time it takes is totally up to the body but this does not mean you can't help it along. If the body is in a state of natural growth there is no better time to apply PE to the mix. A man who is still growing and practices PE will grow at a much greater rate than someone who in through puberty. This is true, men can grow into their mid-twenties. But, using PE along with natural growth will bring a much bigger outcome.
