You can gain with just stretching and jelqs, BUT kegeling strengths the muscle that pumps blood into your penis. Doing -JUST- kegeling I've notice 1/8 gain in girth. So I think it's an extremely EXTREMELY valuable, easy to do exercise that should be taken advantage of.
