Since jelqing forces blood to the penis and helps expand your length (and girth), it is obviously a much needed exercise. But should I jelq before or after my stretches/exercise? Which one would be more beneficial?

you could do it before as a part of your warm up and to loosen the tissue of the penis and fatigue the penis so that stretching is more effective...a fatigued penis is more responsive to stretching and results in quicker gains in many peoples experiences in this forum. I do it a lil before and after...but now i am actually using a vacuum pump so proba wont jelq as much
I think stretching first is best for the most part because expansion from girth can sometimes hinder the stretching process. I think every once in a while it is smart to do girth first just to become proficient with stretching in an expanded state but for the most part stretching will be easier before girth.
