Ok, so imagine this: say if I were to only jelq, and not do any stretching exercises whatsoever. This would be say, jelq at 80-90% level erection at all times. Sounds simple enough, but how long would it take to make considerable length gains along with the obvious girth gains?

I'm not saying I'm going to actually follow through on a jelq only routine, just curious as to how it would play out.
 
Hard to say. I remember making my first 1/2'' in length and girth after a few months of jelqing, but it was like most men get...newbie gains. I later learned about stretching, hanging, squeezes and so on. Hard to say if a guy would continue to gain at a decent rate with only jelqs. I have not personally known any men who only did jelqs...for very long anyway.
 
I've mainly been jelqing. Stretching has never been my cup of tea, but jelqing is almost second nature. I can't say all of my length gains came from jelqing, because in the past I have done some stretching and even some hanging. I even used to hang to increase my foreskin (shit hurt when the tape ripped :(). But, I do feel confident in saying that jelqing has had a tremendous effect on my length gains.
 
It seems most of us start with jelqing.
 
It's a lot less if you're not doing any stretching, but you'll still see some results. Also, if you've just been doing this for a little while I wouldn't jelq at the 80-90% mark just this yet.. I'd go for 60-70%, mainly because jelqing with that great of an erection could be dangerous, and jelqing with less could help you with length. Why not stretch as well though? Jelqing and stretching are beneficial to eachother when you're doing Penis Enlargement.
 
To FoM, I have been in this game for a little bit, so I know when not to push limits. I'm still not comfortable with jelqing at 90-100%, mainly because whenever I do it, I feel like I'm only stretching foreskin, and that I'm not making any expansion, or very little. I'm also probably not warming up as much as I should, so the tissue possibly has less pliability to expand with.

I think jelqing has great potential because it works on length and girth (depending on your erection). There is a guy called "Lostinspace" or "Goinfor11x7" or something like that, from what I've read he made massive gains with only jelqing. Search his progress thread, can't find it at the moment...
 
Jelqing is the backbone of pe, it helps build the foundation for advanced work. It also trains you to the feelings you will experience in pe. A lot of confidence is built in learning to jelq and I think everyone should start with jelqing.
