I get different measurements at times. Probably because I am not 100% erect at any time... when I'm sitting down the measurements are more than when I'm standing up, and thats normal according to Shaggy. But despite the measurements, I still look at my flaccid stretched dick when standing up and it's the same size as it used to be....Also sometimes when I measure I get anywhere from 4.8-5.7 obviously has to do with EQ but I dunno...I can sure as hell say I work hard on my dick as a newbie...I stretch anywhere from 20-50 minutes and jelq atleast 300 times everyday...been doing stretching for 3 weeks+...currently trying to follow the [words=http://www.mattersofsize.com/forum/penis-enlargement-newbie-forum/1597-dlds-first-routine-i-gained-2-inches-with-this-routine-full-tutorial.html]newbie routine[/words] but soemtimes I do extra work to make sure I stretched enough...Any suggestions?

Pick a position, standing is probably best. Don't measure bad EQ erections, you'll only get frustrated.
 
One good thing is that it's not your cock fluctuating in size. It's just inconsistent measuring conditions
and/or techniques, inconsistent erection quality, or, like neognostic pointed out; just the way you situate your body while measuring.

If you've got any appreciable fat pad this would simply add to the confusion.
Try to be as consistent as possible in your measuring routine: time of day, pre/post exercise, fatigue levels (both your penis and entire body), hell even how full your belly/bladder/bowel is can all have an effect.

If you want consistency, and accuracy, of measurement; seek consistency of conditions.
