How can I suggest to my boyfriend he needs "enlargement"?

I doubt it. Would there be a way for him to tell you he wished you had larger breasts without you being offended?
 
Instead of it appearing as something that you want, try to make it into something you both want.
Start with asking him something along the lines of if he ever wanted a bigger penis than what he has now. He might pry you to see if there is some reason you are asking besides mere curiosity. I suppose it will be up to you to guide the conversation.
There's shouldn't be anything embarrassing about him improving himself, but he might take it as an offense if instead he sees this as you thinking he's inadequate.
Be as supportive as you can to help him with Penis Enlargement, don't try to turn it into a responsibility for him. Help him pay for devices if you want to.

I would you suggest that you both go on a mission by incorporating kegels and other sexually improving regimens into your relationship. After both of you do kegels for a week (or whatever), tell him that you were researching kegel techniques and you came up on a site saying that levels are an important tool for penile enlargement (this site). Tell him you didn't think it was real, but the site seems legit and show him this site. If he doesn't get nervous about the site, tell him "I'm jealous, I wish women could make their breast larger (or pussy smaller) by working out."

If he's exposed to the site he might get into Penis Enlargement. And you might be able to discuss it with him since you introduced him to it. Make it seem like it would be a funny or interesting journey rather than him fixing his "short comings".

Another idea maybe a little backfirish approach in my eyes would be.... Your boyfriend like most men will be sensitive about his penis, especially its size and so this topic is rather prickly. I assume you would like more size? what is his size now? No matter how she does it, the self esteem of the brother is going to take a direct hit. She still needs to tell him nevertheless. Once he starts seeing gains, he will always thank her.
