Primarily gains from hanging are from pulling out "inner" penis from the body. This is done by stretching the penis anchoring systems such as the ligs, fascia ect. Gains from actually stretching the penis itself are only secondary.

There are periods of no girth gains, but it's a road to gains. Even when your not gaining. I have NEVER decreased girth from girth exerises, only gained.

Hey BTC, I myself happen to kinda taper-out just behind the glans and I'd like to eventually increase my girth around the head and even increase the glans size itself. To this point, I've only focused on length, but I wondered if you have recommendations seeing as how you were knowledgeable on the base girth?

An excellent girth work out that targets the area of the glans/upper-shaft is
o-bends and Ulis. Here's an example, make an ok grip about 1-3" below the area on the shaft you want to expand. In this instance place your OK grip about 3" below the glans. With your other hand, place your palm on the glans and grip the underside side with fingers (lightly). The OK grip should constrict the area and cause expansion, with a slight forward pressure. When this is accomplished, bend your penis forward with your palm grip on the glans and hold. The fingers/knuckles of the ok grip will provide an A-Fulcrum on the underside of the penis. Rinse and repeat, always repeat.
 
I think the baseball bat effect makes it look bigger as opposed to the pyramid type shape cause im 5.75" base and 5.25" upper and baseball bat penises ive seen seem bigger even if its the same length as mine.
 
There aren't any exercises that reduce girth. The only place that seems to have that "info" are places where people are saying that NPenis Enlargement doesn't work, and if it did "you'd end up with a longer skinnier penis" if it did.

I've got a similar thing but with a bigger girth difference.
6" at the base down to 5.1" below the head.. I really need to even it out.. On the other had it allows easier penetration :O :P
 
What about jelqing any advice/tips as not to increase the baseball bat effect?? I think jelqing will increase it tho....
