Indeed you need to stretch the entire penis when you are stretching.
In every stretch you should be stretching:
Shaft (outer penis), inner penis, Fundiform and Suspensory ligament.

You need to stretch everything in every single stretch you're doing, that means you need to engage reverse Kegel (relax pelvic floor muscles fully).
This will promote the fastest gains possible.
