I've been pe'ing for some time now. I've found whenever I stretched, I'm either just pulling the skin and not stretching the actual ligaments or I can't pull hard enough without my hand slipping. As a result, my penis never "feels" the effects of the stretch, which is frustrating. Thoughts?
 
You are going to pull some skin, comes with the process. The trick is to pull back the skin away from the GLANS, otherwise you'll end up with a severe Turkey-Neck. Some of the issue is trying to get a good proper grip because the skin slides so easily over the tunica.

What method(s) are you using to stretch, manual, device, or both?
 
Be sure you are gripping down with enough intensity that the skin is not being stretched, the penis is. A good way to be sure is to push back foreskin, or skin far enough that the stretch is going to the shaft, ligaments and tunica and not the skin.

Get yourself a length master as quick as possible brother. It's the best device for length gains.
