Bone pressed flacid 5.4"

Bone Pressed erect 6.28" ( right under 7" on the ruler by 2 little lines )
Erect Girth 5.10"
how come when i press against my bone i gain almost 2" if i loose the fat in the pad will those 2" become visible?
what's the best route to hit my goal of 8 x 7
