Looks like snake oil to me.
The only non-prescription product I've ever heard of that actually increases testosterone is Tongkat Ali. The folks on bodybuilding forums say Tongkat is one of the very few products that really work (creatine is usually mentioned as another). And there are numerous vendors of bulk Tongkat powder. Tongkat is ingested, not a cream, but it's the only non-prescription product I've heard of that might actually make a difference. I've never used it myself, so I'm just going by what I've read. But since some of the guys speaking highly of Tongkat actually use various injected steroids and speak ill of most "bodybuilding supplements," I believe Tongkat might really work.
It's also called "Pasak Bumi," and that might help you if you want to look for a source.
