That's because it ain't on the doc. But it's in a number of studies. One of them is the Lifestyles Condoms study, which was conducted in 2002. You can check out the results
here, right near the top. According to the scientific definitions made possible by these studies, a micropenis checks in at just under 4 inches in length, or just under 3 inches in girth, or both. Going back to the Lifestyles study, 0.5% of all American men (about 1 in every 200) come with a micropenis in length. With girth, an enormous 3.3% :!: of all American men (about 1 in every 30) come with a micropenis. And this study was a voluntary one at spring break, involving college-aged men, where a chunk were thrown out because of wood problems. Kinda understandable, since each guy was measured by technicians. I'm pretty sure they were women, but still.
Anyway, when you take all of the above into consideration, it seems pretty likely that some really small guys decided not to come out for this study. Do I need to explain why? Another thing to keep in mind is the overweight/obesity epidemic sweeping America and much of the industrialized world right now. Excessive fat will kill NBP length and also impact bloodflow, which will, in turn, impact girth. So you can bet your ass that, as these guys get older, they'll gain more fat, which will negatively impact their size.
Think about it...

I actually have this documentary on my hard drive

and I don't remember hearing that 0.6% of the population has that micro penis.
