Without a more over-arching context, ... any particular routine or exercise is only 'too much' if it's effecting your ability to sufficiently heal and to gain between your sessions , .. or .. if the amount, duration, or intensity is negatively effecting your erection quality/hardness. (Drops in EQ, that aren't because of epic stress or adult entertainment overload, should automatically be considered overtraining.)
But you don't want to use extra costs of effort, and of time, on your part ... ineffectively .. just to add unnecessary months or years to reach your goals, nor to make your dick less useable. The time and effort you invest should be as effective as possible.
Jelquing is a good exercise, it stretches and deflects the tissues of the penis in the ways that provide growth stressors for breakdown and remodeling, (using directions of force that aren't strictly along the lines of length or width, which the penis naturally resists. From your stats-sig it looks like your girth is making gains ok but your length is lagging. That's common, but (as PE) there's no actual need for it. With the right routine (and dedication) you should be able to go up at will, particularly fast early-on.
