Is this considered a jelqing device also?

I just started jelqing tonight with jar canners for now and eventually plan to buy an ez jelq. There is an Amazon product I want to know about if it's considered a jelq device or is it not enough power to be considered one? I will post the picture of it ther $22.99 I had one before gave it away but when I was jelqing thought that'd actually be pretty easy to use after 8-10 min jelqing when partially erect maybe it would be considered jelqing also or no it's too 'light' of a workout? Is my question
