For a temporary effect, What I tried was using a vaccuum pump. I slipped on a condom and wrapped masking tape around the shaft of my penis at normal girth then pumped for an hour or so. The head of the penis will swell up and stay that way for a session of sex. The shaft will have some girth gain too without being too soft.
