a Frenuloplasty is a procedure where they make a straight down (vertical) cut between your frenulum and your foreskin, separating them. Stitches are made horizontally both on frenulum and foreskin.
Anyway, if you go to a urologist at the moment he will probably recommend a full or partial circumcision (and maybe remove your frenulum) which you probably don't want. This is the easy road for them, cut everything out and leave you with a circumcized penis.
If you can already get to about half your glands when pulling your foreskin back, then you will probably be able soon to start using that little device I told you about in other thread. Just find a flexible (PVC is good) tubing piece that is a little bigger than your foreskin opening and make it.
And by all means, never ever get the ugly dorsal slit that some guys do. I say you keep stretching, start using the device when possible, and after being able to fully uncover the glands you can decide if you want the frenuloplasty or want to stretch the frenulum manually too.
