Not true. If you reduce your total body fat mass, your fat pad will shrink.
That is: You reduce your total procentage of subcutaneous fat (fat under the skin, and around and in your organs). The most effective way to do this, is with reduction in intake of carbohydrates and fasting (diet). But don't look at it as diet, you need to treat this as a permanent change.

Physical training also helps, but the food intake, is the thing that will make this possible. More muscle mass also helps reduce subcutaneous fat, since it's easier to burn off excess energy/fat. Don't reduce fat from your diet just carbohydrates, you still need the good fats.

Fat intake, is not equal to more subcutaneous fat. That's an old myth. Sunflower oil and grate oil is not so good for human consumption.
