Targeting the corpora cavernosum

Hi, I was wondering, wether it would be possible to specifically target the thickness of corpora cavernosum through forcing the blood pressure mostly through it?

Example: if you use two metal plates, or wood for that matter (the point is they have to be hard) the length of your erect penis size, and then put one on top of your flaccid penis and one below, then tie them together with some kind of strapping device, you would effectively force the blood to the cc chamber when errected right??
