I'd guess testosterone just because it's more specific to the genitals. HGH doesn't target anything in particular unless you use a specific approach if I'm not mistaken. Plus testosterone is free and can easily be built up through edging in my experience. Just don't fuck up the edging session and you'll have a pretty good boost in testosterone.

I don't think any of those hormones will help in a magic way....let's say hgh will help a bit maybe if you're still in puberty and your dick is growing naturally...other than that,hgh or test ( what the fuck is that ) will not be super helpful.
