Typically, you will want to do stretching before jelqs, because if you do jelqs first, you won't get as good of a stretch when doing your manual stretches afterwards. So it has its place. DLD explains why in the thread. So I'd say if you wanted to do it one week every couple of months or something, that would be alright. Other than that, stick with stretches first.
