To make them legal, you have to restrict certain aspects of the car. Basically dumb it down so it isn't as fast (low and high).

There's a whole list of parts that will need to be modified to meet US government standards. The main things for speed performance will be the computer chip, injection, cooling and exhaust systems. But it also applies to other parts such as the horn, windshield wipers, mirrors, brakes, tires, wheel assembly, etc..
