Stretching: 30 seconds of each angle

Jelqing: 20 minutes of jelqing with about 60% erection.

Will this be good enough for me?

I'm not too interested in the advanced techniques maybe because I don't understand them or don't wish to purchase devices such as clamps.

The stretching sounds to be too little. I would follow the Newbie Stretching routine. You will make gains with the program you are using but they will be slow.
 
i believe you should stretch at about 30 minutes at least with maximum power after the first week.try 30 minutes stretching in each angle and after that try rotations with full power!!!!
rotations are great.rotate at about 200 slow rotations a day.(5 sec each)
and try also the stretches in different angles for 30-60 seconds!

that should be ok for the beggining.try to jelq after the streching routine

and ussually every night.
 
30 minutes at each angle is a bit much, wouldn't you say? Especially if the guy is just starting out and doesn't want to spend hours and hours stretching his pecker.
