flaccid turtling

does anyone experience turtling in the flaccid state? how can one permanently get rid of this? look like half of the glans is covered by shaft skin. (im circumsized)

I do every thing I can, to make sure that my penis skin is pulled as far back from my glans as possible whenever I am stretching or wearing the [words=https://shop.mattersofsize.com/products/sizegenetics-penis-extender]extender[/words]. I am very vigilant about it. I also wear ball stretchers so that the skin is pulled down more. I am cut, and do not wish to restore any foreskin. I had that sort of look in the beginning, but I assume you are an advanced Penis Enlargement since you joined in 2004, so now I am wondering / worrying that this Penis Enlargement may restore my foreskin~?~
