DLD has described his effort in that direction. Man, if he didn't yank his off, I don't think anybody could. But if you're really worried about it, and you still want to practice P.E., I'd build up slowly to the advanced yanks. Then you'll feel better about pulling as hard as you can.

That tissue is tough as steel man. I remember as a kid watching my dad neuter a dog, one like strip of tissue took like 10 slices of a scalpel, and then him pulling as hard as he could (sweat coming down his forehead) before just a testicle would come off, it took like 20 minutes of intense slicing, and hard pulling to get that thing off, and those scalpels are sharp! So no amount of force you can exert with your hands will pull it off, even if your a 250 lb. power lifter. In fact I think that helps with length gaining.
The ligaments by themselves will be very difficult to snap, as it is one tough bastard!The 2 points that possibly will break, are where the ligaments attach to the head, and where they attach to the pubic bone(but that will take allot of force).I think most gains are made through micro seperations from the pubic bone, and a small amount from the head being pulled away from the ligs.
It would be great to be able to stretch the ligament on it's own, but to isolate it and solely work on it without effecting the pubic area/head area is almost impossible.I don't think that there are any exercises that deal strictly with the ligament, you almost always engage the pubic area/head area.If one was to find away to stretch all of the ligaments, then you would see some really big gains!!Maybe DLD or someone can develope some exercises to focus on just the ligaments(the area in between the pubic bone and head)?
Pulling hard enough is much better than taking too much care when stretching.i have been doing foot long stretches(legs use needed here) for the last 3 months n i havent got no harm at all...

Never pull it off without unbearable pain, it is impossible. You can strain it or cause other issues but tearing it off, nah.
