I haven't done much yet (just jelqs one time so far) and I'm wondering if it is possible to lose the progress made so far? Like , can you gain a couple inches and then you lose it after awhile? Do you continue the exercises to keep from that happening? I know it's a noob question, but I've read that can happen.

Is there a way to know if the gains are cemented? Like, can you feel it as it happens or something? Sorry for all the questions but I'm new to all these things.

Not really. It's recommended that you go 0.5" past your goal to be sure.

You can't feel your gains being cemented, its more of an observetory process. When you heal your penis, it is already beginning the cementing process, but it does take time. Soon, you'll notice that your penis remains elongated or thicker without doing anything, this means it has cemented itself in that state.

That's a relief. I'll start jelqs once I heal. I used the proextender thing and must have done it wrong because my penis hurts a little. Good thing I used it less than 2 hours! Hopefully by tomorrow or the next day I can do jelqs.

It is normal for an extender to hurt at the beginning . You should be taking it off every hour and massage your joint to get the blood recirculating and put it back on if you can stand it.

Indeed, taking it off every 45-60 minutes to do deep massage and some basic angular stretching will not only help with comfort but bring gains faster.
