would it be possible that by cutting the lig holding the penis, you will shortchange your long term potential?

I would think the more "rope" you had the more it could divide and be stretched before it maxed out.

It seems like cutting a chunk out of this would help in the short term but not if you are really wanting to add 2 inches.

No... you should really study the penis physiology to better understand.

The lig attaches the shaft to the pubis, preventing the internal penis from being pull out... cutting it releases the penis allowing more inner or "hidden" penis to be exposed. These are what's considered quick gains as opposed to physically elongating the shaft.

The cutting of the suspensory ligaments (3 in total) is a very good way to facilitate quick length gains but the risk far outweighs the return. DLD Blasters do the best job of mimicking this surgical procedure. Before you make any decisions to go under the knife and fork out thousands of dollars I suggest spending $50 on the members site.
