I'm not sure about combining it with hanging, since I don't do that, but 95% of my stretching is between straight down and straight out. I think those are BY FAR the most important directions to stretch in.
The root of the internal penis is thicker than the exposed penis. I created an exercise called Expressive Stretching which focuses on stretching all internal penis. The same principles relate to heavy downward stretching.

The base of my penis has gotten much needed girth thanks to expressive stretching. We've got many inches of penis inside us, why not pull it out? Seems like the best way to grow to me because all you're doing is exploiting what you already have.
I would imagine that you can manually stretch with more force than you are hanging with, just not for the same duration. For that reason I would NOT skip downward stretching after hanging. In fact, the hanging will probably make your manual stretching even MORE effective due to tissue fatigue.
This assuming you do downward for hanging? I guess you could, nothing replaces manual stretching so for optimum results you should probably stick to both. But if you are short on time, yeah sure.
Have you tried BTC for hanging? Ive had great success with it then I moved to straight down and grew with that too. But go by feel with this you don't want to over do it and end up with your dick in your hand or laying on the floor next to the 10 milk jugs you hung on it. Proceed with caution, hanging itself I don't believe it to be dangerous because you can be very precise with the amount of force you will use but it is very easy to overdue if you try to take shortcuts.
If you are doing downward hanging downward stretching is not necessary. You could still do it and it will add to gains but it is redundant with the hanging.
