Yes they can. Celibacy denotes sexual relations with another person. Although, much of the Catholic dogma does imply masturbation is wrong.
 
Strict Catholics wont be allowed to masturbate full stop and it would be seen as a sin. Think the Irish and Spanish Catholics of old, pretty more laid back now I should imagine. I know that in Victorian Britain devices were around that attached to the male genitalia to prevent it becoming erect and on erection it acted like a cage preventing a bulge appearing which must have been painful ... this also stopped masturbation with some younger males of the time who had one forced upon them, not having the key! Yes they had locks on!! Us Brits were pretty fucking wicked back in the day.

Now for Protestants Church of England its not seen as a sin for Priests to masturbate and they can marry and have sex. Catholics as just mentioned, the Fathers cant marry from what I remember but not 100% sure, but I know they cannot masturbate. Both are Christian faiths but took to more extremes.
 
Wow, I was going to say something about Priests and Nuns if they could not masturbate, but after you told me that crazy shit all I can think about is how fucked up that is; it sounds like a twisted S&M movie not church! I think bondage is hot but I somehow lose the interest in a life time commitment of religious practice....its like the torture without the fun part.
