Flaccid Length

What is the best way to improve flaccid length and have a better hang? Is it just a matter of repeated stretching over time?

In the one month i've been stretching i've noticed an improvement in my flaccid length but it is still brutal. Sometimes I look down and i'll have a toddler size penis, i'm lucky if it is poking out one inch.
I've noticed when i'm flaccid my penis is really tight, it is like a strong elastic band. It takes me like 15+ minutes of stretching before everything is really loose and I can stretch to my max.
I have above average length and girth when erect, also once i'm loosened up my flaccid stretched length is very good, it's just the rest of the time I feel like I need tweezers to hold it.

So, should I just keep stretching and it will get better over time?
