Looks a lot like what I've heard described as thromosed veins. I've never had one so I've got no source of comparison.
REDZULU has quite a few good threads on identification and treatment.
How did you get this injury, that info just might help.

no I did no more jelqing before pumping because i realised that if you start direct with the pumping session there is not so much fluid buildup. The result can be viewed on top of this page. That was a big mistake I guess, so never forget to warm up, at least do 10 min jelging.

So what do you think it most probaly is?
I'm thinking burst blood vessel.

@ maxameys. i have no idea what it is.

but may i continue with pe for 4-5 days? From then I have to take a 3 week break, so i didn't want to make a 4 week break of it.

Well, not knowing what it actually is I really can't decide for you what you should do. I can recommend, however, that if it doesn't hurt or get worse with your current Penis Enlargement routine then it's probably safe for you to continue.
Use your own judgement though. After all it is your dick and yours alone!

Bursted blood vessel, the photo really helped. Massage and heat will work it out. No need to stop Penis Enlargement.

It's nothing serious don't worry man,I had it a couple of times,it will be gone in no time and like DLD said no need to stop your Penis Enlargement. But this is a warning sign to you, never start any Penis Enlargement routine without a proper warm up ;)

what DLD said. i had them worse after an intense jelq/uli session. i rested for 2 to 3 day, and it was gone. no worries!
