Only if it's totally flaccid and only temporarily. It should stretch out like a noodle--then the girth gains will appear--temporary ones within the hours.
Eventually you should be able to give it a real intense downward stretch or two and maintain a thicker flaccid girth throughout the day.
After 34 months, with a couple of hard stretches or two, my flaccid girth hangs around 6 to 6.5" at the base.
