Get a 9.25" long cylinder if you're 10 cm BPEL (3.9").
Why can't you follow the guidelines?
With the MityVac, you can get bigger cylinders as you grow.

Just a warning to the brothers though, if you're finding something similar to the MityVac, do make sure to have similar safety specs in the back of your head. The most critical is the safety release valve, with secondary quick disconnector with a second relief valve if one happens to fail. Most critical is thicker acrylic cylinder. Poorly made acrylic cylinder will implode over a short period of time. You don't want to have acrylic sharpnels slicing your penis apart.
