Joking aside, this device seems to be used for those who've had surgery (prostate related?) and have lost control of their pelvic floor muscles to the point where doing kegels is difficult. Just the tip is inserted into the rectum, and adding weight to the base makes for stronger pelvic muscles in a shorter amount of time, so that men and women don't have incontinence issues for months.
If you're already healthy it seems like it doesn't make much sense to use this device, as you'd probably just end up making the pelvic floor muscles too tight, and I imagine trying to perform reverse kegels with the device would either make it suck inwards inside of you or shoot out like a rocket.

For SCIENCE!, I took one for the team and attempted this method using a Q-Tip, which is $118 cheaper than the metal device that master_mind has bought. (I assume a finger would work as well, but let's not go there.)
With only the tip of the Q-Tip inserted the contractions of each kegel felt much stronger. The Q-Tip moved back and forth from both kegels and reverse kegels so it was obviously working. The only downsides to this is that it'd be difficult adding more weight, plus you have a Q-Tip up your rear end.
PE itself is a very silly thing but this is perhaps the most ridiculous thing I've ever done and I'm sure this post will be quoted on the internet somewhere for those who mock other people. YOU'RE WELCOME, INTERNET.
Now Im all for doing what it takes to get a stronger PC muscle, but inserting anything into my anus is where I draw the line. I'm not gay or homophobic by any means but to me, that is a little too invasive and extreme. If anyone tries it out let us know how it goes, but for me personally that device is a no go. I would use something like this http://kegelpad.com/ before I would insert anything in my butt.
