It won't affect your Penis Enlargement pursuits in any way.
If you overtrain yourself severely (the threshold for this happening is much lower when dieting) or take ephedra which will cause a decrease in bloodflow, then you may certainly experience some interference. Other than that, it's all good to do both.
Yea, it might make your girth work a bit more difficult, as erections might not quite be up to par. But as long as you compensate for that in your workout, shouldn't make a difference.
Never met someone who got fat and their penis did too, I guess this is one of God's cruel jokes...if this was true I would never need to do girth. With that said I think the same is true for losing fat.
