Does jelqing affect the whole penis?

Hi, I'm new. Going to start DLDs noob routine tomorrow.
I was thinking about the concept of jelqing and a question arose. Won't jelqing only expand the end portion of the penis (say from mid shaft to the head), ultimately creating somewhat of a baseball bat shape?
Think of one of those long balloons that clowns use to make balloon animals. If you were to jelq the balloon from bottom to top, the base of it would stay the same, or even shrink, while the opposite end of the balloon expanded. Wouldn't jelqing affect the penis in the same way? Mine is slightly wider before the head than it is at the base, and I don't want to make it any worse. I'd like to even it out if possible.
I hope this isn't a stupid question, I just wanted to make sure that I know the proper technique before I start something as technical as Penis Enlargement.
 
Jelqing enlarges the entire penis, not just one portion to it. Make sure your strokes are from the base to just below the glans, obviously don't jelq over the head of the penis.
 
Don't start jelqing hard at the beginning but ease up the tension slowly over the reps. You could make it look like a baseball bat if you do too much too quickly. Just watch as you progress to make sure and adjust as you need to. Just make sure you have enough blood throughout the entire penis so as not to just push the top portion but the whole penis. Kegels help alot as well.
 
Jelqing will effect the entire penis but with some men the changes may first start uneven but in 99% of the cases it will even out over the first few months. To avoid baseball bat effect be sure to jell with even, balance, strong strokes. If you are stronger with one hand than the other be sure to push the weaker hand with more intensity to strengthen it. If you still lack strength you can pick up an inexpensive hand strengthener.
 
The bottom of your penis certainly will not shrink but there have been some cases in which people have the baseball apearence. As DLD says, it is relatively easy to overcome.
