Hard to tell IMO, he is dressed with his pants, he seems like a very skinny dude, that would make it seem loonger, he may be anywhere from 8 to 9 but no longer. Girth there is no way i can tell, it is dark and he is with clothes and moving all over the picture so no way i can tell girth estimates.
He seems big but bear in mind that many factors in adult entertainment can make things look bigger than what they really are. Also keep in mind that the average 4 finger breath of a male adult hand is around 3.75 inches so when you look at something like this and need to know the size just use this rule to "measure" the thing. i.e., if a dude grabs the penis and there is enough room for about 8 fingers (on top) then that translates into 7.5 inches long. If there is room for say like 12 fingers then it should be 9.25 more or less.
