Dude that could be many things but in my opinion it is just an ingrown hair. An infected hair folicule is what i'm thinking. But it could be a cyst too. Sometimes they drain like that under pressure. Just go have it checked by a dermatologist. It is the safest route and who knows, meybe the cure for it is simple and quick.

My problem was an ingrown hair and until it ran it's course, which can be very timely, I continued to have a repeated problem.
Keep your penis clean, dry (as you can) and even apply some bacitracin to the effected area daily. It sounds like, and looks like an ingrown hair.
