Depending on if you are circumcised or not. More often on circumcised men than those who are not, as the uncircumcised men have a bit of extra foreskin to reduce the amount of scortum skin pull during erection. Mine goes up around 1 in before PE naturally as an uncircumcised male. During PE, it goes up more as my erected length increased. Use the balls and ligs stretches to combat this. I kept my scrotum skin pull up along the shaft during erection using stretches.
But be aware that the scrotum skin can outpace in regrowth from the stretches for some individuals, like me. There are scrotum stretchers to assist for long period of wears. At the same time, high rise scrotum is great to hit the clitoris and perform extra stimulation during certain positions. Doggy comes to mind.
