Casino Royale was not technically a "Bond movie." I know it was about James Bond, but it was done as a spoof, and a bad one at that. It was done during the Sean Connery era (the best Bond, IMO). If it isn't going to be Jude Law, I think Clive Owen would make a good Bond. Dougray Scott can't carry the franchise, IMO. Jude Law has enough star power to make it work. Clive Owen, I think is good enough to pull it off successfully. Beyond that I'm gonna have to wait and see. Whoever plays Bond needs to be refined and respected in a Bond-like way outside of the character. Connery was the epitome of Bond. I think Pierce Brosnon was #2, but he suffered from some cheesy story lines and scripts.
Colin Farrell would kill the franchise, IMO. Hugh Jackman may be OK; I personally don't like him much, but a lot of people seem to think he's good. It will be interesting to see what happens.
