I sometimes catch my wife with those annoying little bits of hard skin right at the edge of my fingers, where the curve of the nail begins. Try as I might, I cannot keep them away for very long. May be I need to be a little prissier.
You can cut those hard bits off with some high quality cuticle nippers. I also have major problems with those jagged edges and hard bits that aren't even part of my nails. They crop up all the time. But I make sure they go away real quick with the nippers.
Another thing is to use a good moisturizer immediately after you wash your hands. Every time. That includes showers. You put on the moisturizer and run a few drops of water over your hands so that the water gets locked in. That should help ya out.

I need to be more consistent with the moisturizer. Thanks for the reminder. I usually clip the offending bits off after I wash some dishes or something, or I even pumice them off with some of the wifey's little tools. But I work in a warehouse, so my fingertips get stressed a lot.
