what if i only stretch outward?

i was watching a video on jelqinq and the guys said that in his book he bought about jelqing it said to just pull outward and hold for 30 sec and do this 20 times . the guy in the video said he increased his size by doing this.

do you guys think that just pulling outward is enough to gain length?

That sounds like a bad description of jelqing or a really slow, slow jelq. Jelqing should be a continuous motion with each stroke taking anywhere from 1 to 10 seconds tops.
 
I would follow the NEWBIE ROUTINE for stretching instructions as this is the best stretching and jelqing routine for beginners.
