it should vary from person to person and that should be the only should about it. there probably isn't an average. people are different. i know that in my case flaccid stretched length is not necessarily an indicator of erect length. many times i have more erect than i am able to stretch flaccid.
if you want to gauge how much you should stretch i wouldn't worry too much about how far you can stretch it as much as making sure you feel a good stretch. maybe stretch as far as you can while feeling comfortable. this is your limit. to really gain you need to go beyond the limit that your penis is accustomed to. so from your limit pull at least enough to feel a stretch up to somewhere that gives a "good" burning sensation. but not too far. there's a difference between the good burning/soreness and real pain. as you progress you may find that after a few good stretches you are a little more elasticky and you might get a sort of slinky effect. even if not it doesn't mean anything like you're not doing good. like i said everyone is different.
also, i always wrap a lot. i used to hate it and just wanted to get on with things. now i love it. i do anywhere from 5-10 minutes before and after stretching. i take a hand break then i wrap again before jelqs and after also or i jump in a hot shower. when i wrap i like to do it with some blood in the penis. not completely flaccid. fluff it up at least some before hot wrapping. for me i find it feels good and helps loosen things up down there for stretching and it tend to cooperate more
