When I stretch I pull my dick one way and my balls the other. I never had a turkey neck problem but I don't want one. My balls never hung really well but they're hanging better since I started doing this.
 
Chaco: that will stretch the turkey neck, making your balls hang lower. Certainly a good thing, but I am talking here about moving the turkey neck back toward the body. Or maybe the exercise you described accomplishes this as well? :)
 
What you're talking about is a different approach. I've not really done those erect skin stretches. When I stretch and pull my balls the opposite direction I feel a good skin stretch just under my glans. This seems to be the same area being stretched in both exercises. Try them both and see which is better for you.
