I don't know and I hope one of the guys that has had surgery will answer. I suspect it would not be very effective. If you get fat injections, I would think it will just accelerate the displacement of the fat. If you get skin grafting, is it possible to stretch that skin and spurn it to actually grow internally? I would suspect it is not.
