Is jelq and kegal the same thing?

I´m confused with those terms. I´ll apreciate any comments. thanks

A jelq is like a milking of the penis, forcing blood down the shaft towards the head, making the tissue break down.... Only to grow back bigger!

And a kegal is the sqeezing of the PC muscle (When you go to the toilet and you stop urinating by tensing that weird muscle between your balls and your bumhole.....)!
