Is Easier to Gain when Penis is Smaller or Bigger?

Is it easier to gain girth/length when you have a smaller penis than a bigger one if you're just starting out?

Smaller Penis (4" to 5" Girth) Less Volume increase to get larger than Larger Penis (5" to 6" Girth)
