well steroids are for making muscles bigger and i know that the penis is a different kind of muscle but a listed side effect for steroids is enlarged penis but that's for young males under 16

He's probably measuring it wrongly. He's probably 9" or less- 11 probably includes the balls.

9 would still be freaking big though.

Some sites claim big numbers as a marketing tactic, because they know most people won't check what the averages are from studies.

The ones who seem unbelieavably long are fake. Meaning they have extensions added on.

I read on the forum that a few of them suffered from priapism which resulted to a huge penis with weak erection. Some were lucky to be around 8 to 9. Many did PE but will not admit it.
